17.4 Who should conduct this stage?

The contracting and negotiation stage should involve representatives from all the stakeholders to the PPP. This could include:

  • the task force in charge of the PPP at the municipality;
  • the representatives of the private sector; and
  • representatives from civil society.

The importance of involving all stakeholders is that all the various groups will be fully informed about the arrangement so averting later opposition to the PPP.
