PPP Development Stage – Selecting Options
11.1 What are the objectives of selecting options?
Once a government has determined that PPP appears financially
and politically feasible, it needs to move on to identifying options
for the partnership. The objectives of selecting options include:
- finding and implementing the realistic optimal organisational
and contractual forms of PPPs;
- including all aspects (technical, legal, financial and organisational)
in the preparatory and implementation processes;
- enhancing municipal capacity in terms of human resources,
organisational development and regulatory framework;
- meeting municipal objectives of and benefits required through
PPPs;
- contributing to poverty reduction; and
- establishing appropriate organisational and contractual arrangements.
