Preparation Stage – Planning & Organising

3.4 Who will participate in planning and organising?

The management team (or committee) is the main planning and organising body in a PPP. It not only facilitates the establishment of the PPP through the stages of planning an organising, but it also participates through implementation management, monitoring and adjustment.

For the better planning and organising, it is crucial that the management team involves relevant representative from all sectors [see Tool 9]. Municipalities often feel more comfortable working with the people from the governmental sector, as the functioning processes used are familiar and this approach seems to ease the job. However, a partnership approach (including actors from the private sector and the community) can bring additional benefits to the planning and organising stage, despite the possibility of difficulties in communication and understanding.
